Ebola: ADC Accuses APC Of Dodging Questions Over N10bn Emergency Fund
The African Democratic Congress (ADC) Presidential Campaign Council has accused the All Progressives Congress (APC) of avoiding questions over the ₦10 billion reportedly approved by President Bola Tinubu for Ebola preparedness.
The council also demanded explanations from the Federal Government over Nigeria’s response to the confirmed case of Bundibugyo Ebola virus disease in Abuja, including the timeline for detecting the infection and commencing contact tracing.
The Director of Strategic Communication of the ADC Presidential Campaign Council, Phrank Shaibu, made the demands in a statement issued on Friday, October 23, 2026.

Shaibu was reacting to the APC’s response to concerns raised by former Vice President Atiku Abubakar over the government’s handling of the Ebola outbreak.
He accused the ruling party of focusing on the similarity between the names Bola and Ebola rather than addressing questions about the emergency funds and the country’s preparedness.
According to him, the Presidency announced on June 9 that Tinubu had ordered the immediate release of ₦10 billion for Ebola emergency preparedness, but the APC later claimed the money remained untouched.
“Was the money released or was it not? If it was released, where is it held, who controls it, and why has it not been used for the preparedness President Tinubu announced in June?” Shaibu asked.
He demanded the publication of the release documents, account records and expenditure reports of the presidential task force handling the response.
The ADC campaign council also questioned the timeline of the government’s response to the confirmed case, citing reports that the patient developed symptoms on October 7, sought treatment at a private health facility on October 11 and received laboratory confirmation on October 20.
Shaibu asked when Ebola was first suspected, when public health authorities were alerted, when testing was ordered and when contact tracing began.
He challenged the APC to publish the timeline of its surveillance response, including the agency that raised the alert and the actions taken.
The statement noted that the 44 contacts identified by Nigerian authorities required effective monitoring and protection, rather than being presented as an achievement in political exchanges.
Shaibu also called for adequate protection, equipment and resources for health workers involved in treating the patient and tracing contacts.
He maintained that questioning the government’s preparedness should not be interpreted as an attack on frontline health workers, stressing that public health emergencies required transparency and accountability.
The ADC campaign council further warned against any attempt to use the Ebola outbreak to restrict political campaigns or voting ahead of the 2027 general elections.
It urged the Federal Government to publish any proposed restrictions, their medical justification and the advice of relevant health authorities.
“President Tinubu ordered ₦10 billion released in June. His party now says it is untouched. That contradiction came from the Presidency and the APC. They should resolve it with records,” Shaibu said.
He urged the government to account for the funds, explain the response timeline, protect health workers and ensure effective contact tracing.
“Show Nigerians where the money is. Explain the response timeline. Protect health workers. Trace every contact. President Tinubu and the APC owe the country answers, not ‘Bola-Ebola’ tales,” he added.
